OTTAWA, ONTARIO -- (Marketwired) -- 10/01/14 -- In Canada, rehabilitation of sex offenders requires them to simply "self-report" on their activities. However, the U.S. and U.K have added an extra layer of security in the management of post release sexual offenders by utilizing Canadian polygraph technology.

In the U.S., 80% of community Sex Offender Treatment (SOT) programs use polygraph testing. A 2005 U.S. study confirmed that post conviction polygraph examinations identify more significant disclosures (new crimes, high risk behaviours, more victims) than are revealed in an offender's self-report. An extensive 2011 study in the U.K. supported these findings discovering that sex offenders told parole officers of twice as many significant disclosures when taking a polygraph exam. As a result, England and Wales enacted laws requiring mandatory polygraph testing in their SOT programs.

Dr. John Bradford, Clinical Director at Forensic Treatment Unit Brockville Mental Health Centre comments, "Sex offender management based on self-report is a seriously flawed approach as it relies on the truthfulness of convicted sex offenders to voluntarily disclose deviant activity that would likely send them back to jail. Adding polygraph testing is a positive step towards increased public safety."

Considering the high human and financial costs to victims of sex crimes, and the related costs to our Criminal Justice System, the Department of Public Safety has a duty to enhance our SOT programs with mandatory polygraph examinations to better protect the Canadian public.

Professor of Forensic Psychiatry at Newcastle University, Don Grubin, MD, who ran the 2011 U.K. study stated, "Polygraph tests can be an important tool in the management of sex offenders and can enhance provisions already in place."
